New Election Rules Raise Constitutional Concerns

Today, a procedural hearing was held by the Bureau of Elections regarding proposed changes to election rules promulgated by the Michigan Secretary of State. These proposed administrative rules (read them here) go far beyond the scope of the law and make sweeping changes to elections in Michigan. Professor Wagner and Katherine Bussard submitted the following comment focusing on some of the serious constitutional concerns raised by Rule 15:
